County Clerk's Core Responsibilities
- Budget Preparation & Oversight:
- Coordinates the preparation of Stanton County’s annual budget, working with all departments and County Commissioners.
- Tracks departmental spending, monitors budget adherence, and ensures that funds are available for lawful claims.
- Accounts Payable:
- Reviews and processes claims for payment to vendors, contractors, and service providers.
- Issues 1099 forms to applicable payees and engages with auditors during financial reviews for accuracy and statutory compliance.
- Payroll & Employee Benefits:
- Processes payroll for all county employees, ensuring timely and accurate payment.
- Handles employment tax reporting and payment of insurance premiums.
- Maintains all personnel files and job descriptions.
- Oversees employee health insurance, KPERS retirement accounts, and other benefit programs.
- Tax Roll Preparation:
- Prepares the county’s real estate and personal property tax rolls every cycle.
- Computes tax levies for each local taxing unit and issues revenue-neutral rate (RNR) notifications to taxpayers.
- Assists with the annual Homestead Tax Refund program.
- Financial Reporting:
- Maintains comprehensive financial records for Stanton County and affiliated entities.
- Prepares and submits all required annual and quarterly financial reports.
- Records Administration & Board Clerk Duties:
- Prepares agendas, records minutes, and maintains official actions and decisions for the Board of County Commissioners.
- Safeguards county contracts, the County Seal, and attests to signatures on all official documents.
- Elections Administration:
- Acts as the County Election Officer—maintaining voter registration, handling ballot and polling logistics, certifying results, and managing election compliance per K.S.A. Chapter 25.
- Licensing & Miscellaneous Duties:
- Issues licenses and permits (hunting/fishing, fireworks, cereal malt beverages).
- Maintains fixed asset inventory, charter resolutions, inter-local agreements, and legal public notices.
- May have limited Sheriff duties as dictated under Kansas law.
