About the Stanton County ROZ Program The Rural Opportunity Zone (ROZ) Program was established in Stanton County on July 1, 2011. In partnership with the State of Kansas, this program offers student loan repayment assistance to eligible individuals who move to and establish residency in Stanton County.

Program Commitment Pursuant to K.S.A. 2016 Supp. 74-50,223, the Board of County Commissioners has committed Stanton County to participate in the ROZ student loan repayment program. As a designated Rural Opportunity Zone under K.S.A. 2016 Supp. 74-50,222, the county provides financial incentives to attract and retain qualified professionals.

Student Loan Repayment Assistance

  • In partnership with the State of Kansas, Stanton County offers student loan repayment assistance to eligible residents.
  • The program provides up to $15,000 in student loan repayment assistance over five years.
  • Payments are made in equal shares by Stanton County and the State of Kansas.
  • The number of recipients is subject to available funding.

Eligibility Requirements To qualify for ROZ Student Loan Reimbursement Assistance, applicants must:

  • Establish a new permanent residence in a participating county after the county joined the program.
  • Hold an associate’s, bachelor’s, or post-graduate degree prior to moving to the participating county.
  • Have an active student loan balance in their name.
  • Provide documentation including proof of domicile in Stanton County, proof of previous permanent residency before earning the degree, transcripts with degree dates, and student loan balance details with distribution dates.

County Obligations and Funding

  • Stanton County has committed to a five-year participation period, which is irrevocable.
  • The county allocates $15,000 annually to match state contributions.
  • Annual budget reviews determine the availability of funds and necessary adjustments.
  • Stanton County submits its full obligation to the Kansas Department of Commerce by September 1 each year.

Partnership Opportunities Stanton County seeks to collaborate with cities, employers, and foundations to directly sponsor ROZ applicants. Sponsored applicants must meet all program qualifications, and sponsorships must comply with ROZ student loan repayment regulations.
